NATIONAL SKILL QUALIFICATION FRAMEWORK (NSQF)

Overview

The National Skills Qualification Framework (NSQF) is a clear, coherent and comprehensive national system of vocational qualifications, relevant to the needs of employment and the individual. It organizes qualifications according to a series of levels of knowledge, skills and aptitude. Each qualification is a statement of competence set by the concerned industry, relevant to work and is meant to facilitate entry into or progression in employment and further education and training.

The framework provides for vertical and horizontal mobility and will thus enable a person to acquire desired competency levels, transit to the job market and, at an opportune time, return for acquiring additional skills to further upgrade their competencies.

This subject is a seventh subject and students are required to opt for this subject in place of Work experience (If they so desire). Students would be declared ‘Pass’ if they pass in six out of seven subjects.

The framework aims to stimulate and support reforms in skill development and facilitate establishment of nationally standardized and acceptable and internationally comparable qualifications.

The NSQF is based on an outcomes based approach. The Job roles for the defined and described competency levels are ascertained with the involvement of industry through the respective Sector Skill Councils (SSC’s). The pathways of learning and progression for Vocational education and Training are clearly defined for Vertical and Horizontal mobility.

Under NSQF Vocational education and Training ensures development of quality qualifications that permit acquisition of higher qualification including degrees and doctorates. Recognition of Prior learning (RPL) gives an opportunity for people who have acquired skills in the informal sector to acquire formal certification of skill.

The NSQF will help alignment of Indian qualifications to International qualification in accordance with relevant bilateral and multilateral agreements.



THE GOA SCENARIO

NSQF was introduced in Goa during the academic year 2014-15. Four sectors namely Automobile, IT/ITeS, Healthcare and Retail were introduced in 38 Government schools and 2086 students were enrolled in Level 1 (Std IX). 44 Instructors were appointed and 20 days training in topics such as communication skills, Work etiquettes, conduct of practicals and effective teaching of the subject was provided to them. Three coordinators having vast experience of teaching in the Vocational stream were appointed for putting the programme on track. Equipment was supplied and installed in the labs created exclusively for NSQF. Prominent resource persons from the Industry paid visits to schools and guided the students in the practical aspects of the subject. Students visited Hospitals, Malls, Automobile showrooms and service centres as well as IT organisations to get a first-hand experience of the work environment. Awareness workshops were conducted for over 2000 teachers to highlight the benefits of Vocationalisation of Secondary and Higher Secondary education to teachers of schools.

For the Academic year 2015-16 NSQF courses will be operational in all 76 Government High Schools in the state of Goa encompassing a total of 14 sectors.

Vision of NSQF

  • The curriculum is designed by Pandit Sundarlal Sharma Central Institute of Vocational Education (PSSCIVE) in consultation with National Skill Development Corporation (NSDC) involving industry experts besides academicians. As this is done the curriculum is relevant to industry needs. The certification by the respective Sector Skill Councils (SSC’s) is an indication that the necessary skills have been acquired by the student.

  • These courses are introduced keeping in mind the skill gap analysis data prepared by National Skill Development Corporation (NSDC). This will ensure that the students are trained for the Jobs which will be available once they acquire those skills and thereby the necessary qualifications and certification for that job. Thus it will increase the employability, up-gradation and entrepreneurial attitudes of the student.

  • The number of dropouts will reduce as the child will be able to pursue the courses of their choice and liking along with the other subjects. The Prior learning of the child will be recognized and adequate credits will be given for the same which will help the student acquire formal qualification.

  • Local registry of skills will be prepared and every child who has undergone NSQF will be registered for the use of Academic/Industrial requirements. Credit system is being developed by PSSCIVE for seamless transition vertically and horizontally for academic purpose.
